Shenyang Petrochemical Design Institute Co., Ltd., founded in 1964, is affiliated to Shenyang Chemical Industry Group, with its operations and qualifications under the direct administration of the former Ministry of Chemical Industry. In 2005, it was transformed from a public institution into a state-owned enterprise, severing ties with the direct jurisdiction of the central chemical system and thereby becoming a local state-owned enterprise. In December 2018, the enterprise completed its restructuring and was converted into a private entity, emerging as a market-oriented operating body.

configurations, the enterprise holds Grade A qualifications for chemical engineering in the chemical, petrochemical, and pharmaceutical industry as well as for petroleum and chemical product storage and transportation engineering in the same industry, both approved by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; a Grade A credit certificate for engineering consulting services; the qualification for standardized design of stationary pressure vessels approved by the State Administration for Market Regulation; and design qualifications for GB and GC class pressure pipelines, among others. Its business scope encompasses engineering consulting, engineering design, and engineering general contracting in the chemical, petrochemical, pharmaceutical, and construction industries both domestically and internationally.
